Virginia Individual Open Enrollment
Open Enrollment on Virginia’s Insurance Marketplace (VIM) will begin November 1, 2024, and run through January 15, 2025.

Enrollments must be completed by December 31, 2024, for coverage effective January 1, 2025.

Enrollments completed between January 1, 2025, and January 15, 2025, will be effective February 1, 2025.

Are You Ready to Enroll on the VIM?
Returning brokers must have completed their VIM training by October 25, 2024 to enroll clients on the VIM starting November 1. If you did not complete the training, you will need to register for the new broker training and certification. Click here to learn how to complete your VIM certification.

Does the VA Insurance Marketplace provide Certificates to confirm broker certifications? Certificates are available in your LMS account. For additional certification questions, you may email MarketplaceLMS@scc.virginia.gov.

Why isn't my 2025 certification displayed? Accounts will be updated once the VIM processes the renewals.

How do carriers verify broker 2025 Agent Certifications? The Health Benefit Exchange sends a weekly certification file to all carriers, with a list of certified and terminated agents.

Don't forget! Virginia insurance licenses now have a renewal date based on your birth month and birth year. If you were born in an even-numbered year, your license expires at the end of your birth month in 2024. Click here to verify your license's status. Contact the Virginia BOI if you have any questions about your license renewal date.
Auto Re-enrollment
All consumers will be auto-reenrolled. Pre-renewal notices were sent the week of August 30th to all consumers. The notices provided the following:

Information about auto-re-enrollment into health plans and, if applicable, dental plans.

Updating their consent to allow the VIM to rerun eligibility. If consent is not given, they will be auto-reenrolled at full cost.

A reminder about the need to reconcile premium tax credits to remain eligible for financial assistance.

If a consumer had their coverage renewed but did not receive APTCs and you believe they should, please take the following steps:

Ensure that they gave permission to rerun financial eligibility and that they reconciled their taxes.

Consumers can update consent in their Virginia Marketplace portal by going into their application under Review and Sign, then Sign and Submit.

Consent must be provided by December 31, 2024.

Consumers will get a new notice indicating financial savings for which they qualify.

Remind your clients that if they fail to file their federal income tax return and reconcile their APTC for two consecutive tax years, they will not be eligible for APTC. If consumers failed to reconcile for tax years 2022 and 2023, they are at risk of losing premium tax credits.
